Why the MoD Prepared a Standard Package
One of the main challenges defense equipment manufacturers face when preparing for codification is the lack of clear document templates. Each developer spent time figuring out exactly what form a TTX should take, what to include in a preliminary trial act, and how to address a letter to the MoD Main Department. Now the Main Directorate for Defense Equipment Lifecycle Support of the Ministry of Defense of Ukraine (MD DELSU) has taken a step toward manufacturers and published a unified standard document package.
This significantly reduces preparation time β especially for those going through codification for the first time.
What the Standard Package Contains
The package covers the main documentation required for codifying a wide range of defense equipment, including wheeled vehicles and small arms. It includes:
- TTX Template β a template for tactical and technical characteristics of the product. This document records all key parameters of the item: dimensions, weight, range, power specifications, operating conditions, etc.
- Test Program and Methods (TPM) Template β a document structure describing the procedure for conducting factory trials, the list of performance indicators to be verified, and the criteria for evaluating results.
- Preliminary Trial Act (PTA) Template β a form for the summary document based on the results of in-factory trials.
- Protocol Template β a template for the protocol of a specific trial (or series of trials) specifying parameters, conditions, and results.
- TS Print Template β a full-format Technical Specifications template, ready to be completed and registered.
- Letter to MD DELSU for TDC Review β a sample submission to the Technical Documentation Commission for review of the manufacturer's documents.
Separate templates are also available for assistance letters for conducting trials β without material and technical support (MTS) and with MTS. This is important for manufacturers who need state assistance in organizing field or bench testing conditions.
Practical takeaway: Having standard forms does not mean simply filling them in is sufficient. Every document requires technical content specific to the particular product. TTX is written based on actual measurements and tests; TPM is developed around the methodology for verifying your specific performance indicators. The standard package provides the right structure β not ready-made content.
What Types of Equipment the Templates Cover
The current version of the package is primarily aimed at:
- Wheeled vehicles β cars, trucks, specialized transport
- Small arms β pistols, rifles, machine guns, sniper systems
For UAVs, EW systems, ammunition, communications systems and other defense equipment categories, the principles of document preparation are similar, but the specific TTX parameters and testing methodologies differ significantly. For this reason, it is recommended to engage specialists familiar with the specifics of each product type.
How to Prepare for Codification Using the Standard Package
- Download the current templates from the official MoD resource (mil-tech.mod.gov.ua or mod.gov.ua)
- Determine which Cabinet of Ministers resolution applies to your product (No. 345, No. 1275, No. 256, or No. 902)
- Complete the TTX based on the actual technical specifications of the product
- Develop the Test Program and Methods for the specific TTX performance indicators
- Conduct in-factory trials and prepare Protocols and the PTA
- Develop Technical Specifications in accordance with DSTU-N 1.3:2015 and register them with the Ministry of Economy
- Prepare a cover letter and submit the complete document package to MD DELSU
